Pay attention to your recovery first and foremost. If you are feeling "good", then yes a long run of 16-19 miles would be ideal three weeks out. You focus primarily should be to remind your body what it is like to be out there for multiple hours. I would also consider throwing in a few(3-5) 5 minute accelerations about 2/3rds into your run, to remind yourself that you can indeed pick it up if you need to and also as a great way to check your form. So in short, drop back on your overall pace, include a few accelerations and focus on really good technique throughout. If you really feel like garbage during the run (not at the beginning because that can change), then call it a day. Don't try to beat yourself up, you just may need an additional week or two of recovery coming off of IM. You may surprise yourself out there.
